The Maharashtra state transport department has extended the deadline for installing High-Security Registration Plates (HSRP) on vehicles from March 31 to April 30. However, many vehicle owners in Pune are refusing to Apply for HSRP due to frequent technical issues and high registration charges.
Sunil Shinde, a resident of Kasba Peth, shared his frustration, stating, “I have been trying to register for over a week, but the website keeps crashing. We are being fined for something we cannot even apply for properly.”
Similarly, Meena Joshi from Shivajinagar expressed concern over the high fees, saying, “Every time I enter my vehicle details, the website shows an error. The RTO needs to resolve these technical glitches. On top of that, the charges are unreasonably high. We already pay various taxes when purchasing a vehicle, so why should we pay extra for registration plates?”
Auto-rickshaw driver Deepak Salunke also raised concerns about the cost, stating, “The registration fee for three-wheelers is ₹750. This is unfair to auto-rickshaw and tempo drivers who already pay road tax. The administration should reconsider the charges.”
Official Response to Complaints on Apply for HSRP
In response to these issues, Pune Regional Transport Officer (RTO) Archana Gaikwad urged vehicle owners facing technical difficulties to reach out to the helpline at 7836888822 or email customer.support@mhhsrp.com.
Assistant RTO Swapnil Bhosale reassured citizens. He said, “People are actively registering for HSRP. We have extended the deadline to April 30. A dedicated team is fixing technical issues. We urge all vehicle owners to follow the rules, as HSRP is mandatory for vehicles registered before 2019.”
What is HSRP?
HSRP is a high-security registration plate made from a rare aluminum alloy. It includes a retro-reflective film with an ‘India’ verification inscription, a chromium-based Ashok Chakra hologram, a hot-stamped blue ‘IND’ letter, and a unique 10-digit laser-branded serial number, making it tamper-proof.

HSRP Charges and Installation
The cost for HSRP installation varies by vehicle type:
- Two-wheelers and tractors: ₹450
- Three-wheelers: ₹500
- Four-wheelers (cars, trucks, buses, etc.): ₹745 (excluding GST)
The Transport Commissioner’s office has appointed three agencies to install HSRPs across Maharashtra:
- Zone 1: Rosmerta Safety Systems Ltd (Pune City – MH 12)
- Zone 2: Real Mazon India Ltd (Pimpri-Chinchwad – MH 14)
- Zone 3: FTA HSRP Solutions Pvt. Ltd
As per regulations, HSRPs must be installed on the front and rear of the vehicle, with an additional sticker affixed to the windscreen. For vehicles registered after April 1, 2019, manufacturers are responsible for the plate installation.
Authorized agencies must keep the plates ready for installation by the scheduled date. Once affixed, agencies must update the plate details, including the unique laser number and vehicle registration information, through a web-based system.
Conclusion
The mandatory implementation of HSRP in Maharashtra has led to concerns among vehicle owners due to high registration costs and technical difficulties. While the government has extended the deadline and assured improvements, many remain hesitant. Addressing these concerns efficiently will be crucial in ensuring smooth compliance with the new rule.
