Operation Sindoor: Strengthening Telecom Security & Emergency Preparedness

In response to growing national security and disaster management concerns, the Indian government has initiated Operation Sindoor, directing all telecom service providers (TSPs) to enhance network preparedness and resilience.

At a key meeting held on May 7, the Ministry of Communications instructed both private and public telecom operators to ensure uninterrupted connectivity across India, especially near border districts. Operators must coordinate closely and adhere to SOP 2020 for telecom in disaster scenarios to ensure seamless operations during crises.

Focus on Border Infrastructure & Emergency Operations Centres

Under Operation Sindoor, telecom companies are required to:

  • Maintain an up-to-date inventory of critical telecom infrastructure, with priority given to areas within 100 km of international borders.
  • Ensure continuous communication with Emergency Operations Centres (EOCs) at the state and district levels.
  • Strictly follow Standard Operating Procedures (SOP) 2020 in all disaster-related telecom operations.

Strategic Deployment and Readiness Measures

To ensure rapid restoration and resilience, telecom operators must:

  • Deploy reserve teams, including repair units and backup staff at strategic points.
  • Stock adequate diesel reserves for generator sets to prevent power outages.
  • Conduct rigorous testing of communication equipment, backup systems, and media paths.
  • Test and prepare Intra-Circle Roaming (ICR) facilities and, if needed, request activation via DDG (Disaster Management).

Support from State Authorities & Defence Coordination

LSA heads of the Department of Telecommunications (DoT) have been tasked with ensuring smooth coordination with state governments. This includes enabling the movement of telecom personnel and resources during emergencies.

Additionally, operators must be ready to activate communication networks on request from the Ministry of Defence, especially on short notice or pre-specified dates.

Cybersecurity Measures Amid Rising Threats

Apart from physical infrastructure, the Computer Emergency Response Team (CERT-In) has intensified efforts to protect India’s digital ecosystem. It has issued alerts to financial institutions and other critical sectors to enhance cyber defences in light of increasing cyberattacks.

The government’s proactive approach ensures that both public and private networks are equipped to handle emergencies efficiently—whether triggered by natural disasters, border threats, or cyber incidents.
